(Also in the Sydney Morning Herald 31 Dec 1884) MARRIAGES COWLEY - FRANCIS.—On December 24, at St. Matthew'S Church, Albury, by the Rev. Canon Acocks, assisted by the Mr. Julius Scott, Percy, youngest son of William Cowley, surveyor, “Holmwood," Albury, to Louisa Frances (Lillie) adopted daughter of Captain E. M. Battye, Albury, and granddaughter of the late William Green, Commissary-General. (Kate Cowley married Rev Julius Scott in 1881) Cootamundra Herald 13 Sept 1884 JOHN BEVEN. Inquiry as to the non-fulfilment of the conditions in the selection of John Beven, transferred to Percy Cowley, transferred to James Paul now residing. This was a case instituted by Mr. Commissioner Whittingdale Johnston and forwarded to Mr. Commissioner Street to take corroborative evidence. John Beven, sworn, deposed : I selected the land on the 15th ? 1880, and went to reside on it within a month in a bark gunyah for, nearly 13 months ; I lived alone; I am a single man ; I was running stock on it ; I did not cultivate any of it ; I transferred it to Percy Cowley ; he commenced to live on it about a week after I made the transfer he lived in the gunyah until he built a house into which he moved ; It was a slab house with iron roof ; he lived in it to my knowledge about 12 months ; I was away from the locality for about six months, and on my return Percy Cowley was living in the same house ; he was then a single man ; in my opinion Percy Cowley was a bona fide resident on the selection. William Cowley on oath stated: Percy Cowley is a brother of mine, the selection under inquiry transferred by John Beven to my brother ; I heard the deposition read, made by me before Mr. Commissioner Johnston, at Cootamundra, on 8th April,1884, it is correct excepting that portion referring to tie bona fide residence of my brother, as I know he was a bona fide and continuous resident until he transferred the land to James Norton Paul; Percy Cowley now resides in Dubbo ; and I could not procure his attendance here to-day. . There are at present on view in Skinner’s Picture Gallory, Dean-street, Albury, four paintings by Mr. Percy Cowley of the three Upper Murray equine giants, viz., Snowden, Barb and Glenloth, and one of the racehorse Patron, a hero of latter days. …… Mr. Cowley, like his respected father, now in the Orange district, is a surveyor, and has cultivated a taste for equine painting. PERCY MAKE A CAREER CHANGE Sydney Mail and New South Wales Advertiser 5 Oct 1895 Inspectors of Stock. An examination was held last week by the Stock Board of Examiners at the Works Department of intending applicants for the appoint ment of inspector of stock. Eight candidates presented themselves, and at a meeting of the board on Saturday it was announced that the following gentlemen had been successful, viz. : — Mr. W. J. Powell, Judge-street, Randwick, first-ciass certificate. Messrs. D. W. F. Hatten, Bourke; Percy Cowley, Walwa station (up the Murray from Albury), Wodonga, Victoria ; C. H. Ellerman, Young ; and R. W. Broughton, Deniliquin, second-class certificates. The examiners were Messrs. J. de V. Lamb, chairman of the Board of Sheep Directors, Sydney ; Alexander Bruce, Chief Inspector of Stock ; and Edward Stanley, F.R.C. V.S., Govern ment Veterinarian. The Week (Brisbane) 21 May 1897 N.S.W. Stock Inspectors. Messrs. C. J. Vyner, Percy Cowley, and C. D. Whitty, who have been sent by the New South Wales Department of Agriculture to gain practical knowledge of the ticks and tick fever in Queensland, arrived in Brisbane on Tuesday evening, and spent some time on Wednesday in the stock department, here, and at Mr. Pound's laboratory- The reason of their visit is that, although the officers of the department are theoretically acquainted with the plague io Queensland, it has been considered advisable that a more in intimate and practical acquaintance with it should be obtained by the inspectors working under Mr. Bruce's direction, They propose to leave Brisbane for Townsville on Saturday. It is then their intention to travel to Hughenden and inspect the experiments being carried on by Dr. Hunt. They will afterwards return to Rockhampton and proceed along the Central line to Longreach, investigating the methods of the dip construction and dipping cattle en route. It is probable that Mr. Pound will accompany the visitors on their tour. Western Star and Roma Advertiser 21 July 1897 Mr.Percy Cowley, a gentleman connected with the New South Wales Stock Department, has been in these western districts for some weeks past. Mr. Cowley has inspected the rabbit fence along the railway line to Charleville, and has been as far west as Windorah. The object of his visit is in connection with the proposed alteration in the boundary of inspection as to the condition of travelling stock, and particularly as regards the tick. He will report to his department in New South Wales. The idea, is, that as stock in this part of the country, particularly south of Roma, is free of the tick pest, it may be possible to treat the Western Railway line as a boundary or frontier, south of which line being accepted by the New Sonth Wales authorities as free of all taint, and such stock to be treated in going south as from part of New South Wales. The border line of inspection will therefore be the railway line, and all stock south of that line going to the stock markets of New South Wales will be allowed to pass unquestioned. Inspection will, however, be continued as regards all stock crossing the railway line. That is the idea, but whether it will be carried out or not remains to be seen. There is no tick pest in this neighborhood, but there is far away ,to the north. The railway line affords a well-defined boundary, one that can be easily managed, and if adopted tbe New South Wales officials will be placed along it at various stages. It will be no inconsiderable advantage to stock owners to the south to have, unrestricted access to the markets in the adjoining colony, and no additional hardship on stock owners to the north of the line. The border, so far as stock is concerned, is simply removed from Mungindi to the Railway line, which should be acceptable to everybody. How stock will be affected that are removed from a station north of the line to one on the south, without going to southern markets, we cannot say. Probably there will be trouble there. Mr. Cowley went down by train on Saturday, and probably some means will be devised to overcome any apparent difficulty as regards stock movements. NSW Govt Gazette 20 Sept 1898 TENDERS FOR FENCING. TENDERS will be received at this Office for the Erection of a Five-bared Wire Fence approximately along the surveyed boundary between the Colonies of Queensland and New South Wales, from Acacia Creek to a point about three miles below Sugar Loaf, a distance of about forty-live miles, inclusive of existing fences about seven miles, which will require repairing and wiring, and for which, separate tenders will be received. Tenders for the following sections:— (1) Acacia Creek Crossing via Killarney to Acacia Creek Crossing via Warwick, distance about 8 miles more or less. (2) Acacia Creek Crossing via Warwick to Maryland Crossing, distance about 18 miles more or less. (3) Marylands Crossing to a point about 3 miles south of Sugar Loaf, distance about 19 miles more or less —may be sent in separately as follows:— A. For the supply of the necessary materials (posts, barb wire, staples, etc.), and the erection of the fence. B. For the supply of posts only and the erection of the fence, barb wire and staples being found by the Department and delivered on the ground as near the work as possible. C. For the supply of wire and staples for the whole of the above fence, delivered part at Killarney and part at Stanthorpe. Specifications and general conditions of contract mny be seen, and Tender Forms obtained, at the Office of the Chief Inspector of Stock, 48, Young-street, Sydney ; the Office of Leicester Sliadwell, Esq., Inspector of Stock, Killarney, Queensland, and the Office of Percy Cowley, Esq., Inspector of Stock, Tenterfield. Every Tender must, as a guarantee of good faith, be accompanied by a preliminary deposit (in the form of a bank draft or marked cheque in favour of the Secretary for Mines and Agriculture) for an amount equal to one per cent, of the total amount of Tender. Any Tender not accompanied by such deposit may be deemed informal, and rejected accordingly. The lowest or any tender not necessarily accepted. Tenderers must submit with their tenders the names and addresses of two persons to act as sureties for the due performance of the contract. All tenders must be addressed to the "Tender Board," Department of Mines, Sydney, and must reach the Department not later than 12 noon on the 22nd day of September, 1898, which hour tenders close. Kyogle Examiner 21 Nov 1914 Stock- owners in this district will regret that Mr. Percy Cowley has resigned the position of Supervising Inspector of Stock in the Quarantine Areas. Mr. Cowley was "approachable" at all seasons, and was always willing to lend a. sympathetic ear to complaints against the sytsem of quarantine administration. Although his policy has been adversely criticised in these columns, he was an officer of capacity, and the vacancy occasioned by his resignation will be hard to fill. PERCY COWLEY Mr. Percy Cowley, 87, died at Tenterfield this week. Born near Manchester, England, Mr. Cowley was Supervising Inspector in charge of tick staffs when ticks were first found in New South Wales in 1903. He went to America in 1913 as Government representa- tive and Chairman of the Tick Commission. Resigning from the tick staff in 1914, he went to the Tweed as a banana grower. Two years later he became Stock In- spector, and remained with the Stock Branch until retiring in 1927, when he went to live at Tenter- field. Mr. Cowley was predeceased by his wife, Lillian, and by one son, two daughters and one grand- son. He is survived by his sister, Miss Marianne Cowley, 94, of Lis- more, and daughters Katie (Mrs. R. D. Pollock, Brisbane), Vera (Mrs. A. Joubert, Lismore), Madge (Mrs. L. C. Christie, Sydney), Jean (Mrs. R. Grills, Tweed River), and Miss Constance Cowley, of Tenter- field; also sons Eric and John, of Sydney. There are nine grand- children and two great grandchil- dren. Mr. Cowley was a keen bowler and took a keen and active interest in Red Cross work during the war. |
