- Notes: Rowland Mansfield Shelley, J.P. was the youngest son of George Shelley and was born at Tumut Plains in 1847. As a youth he served as a clerk in the A.J.S. Bank at Wagga Wagga.

Some few years after his father's death Rowland Mansfield Shelley left the Bank and returned to Tumut Plains to manage the estate for his mother. He continued in this management until Tumut Plains estate, with the exception of the 1,280 acres original free grant made to J. H. Rose, was taken over by his brother-in-law E.G Brown, and H.L. Harris. The original grant remained the property of his mother and he continued to manage for her.

Rowland Mansfield Shelley married Jane Brady. The children of the marriage were;

Rowland Mansfield Shelley was held in very high regard by the farmers of the district, particularly by his tenant farmers. On 3 March 1885 seventy farmers many of whom were his tenants, besides a number of prominent townspeople, gave him a complimentary dinner. Mr. Richard Bowden, on behalf of the farmers, presented him with an illuminated address, very numerously signed, expressing great satisfaction for his determination not to renew the leases held by the Chinese tenant farmers on his estate.

There was considerable resentment against the Chinese in the district at the time. It was reported that Shelley's brothers-in-law, E.G Brown and H.L. Harris, who were in partnership, had leased 400 acres of river flats to Chinese tobacco growers. Tumut Plains was dotted with Chinese tobacco plantations and their sheds for curing the leaf.

They were paying as high as £3 an acre for the land. In the Tumut district 2,000 acres were under cultivation for tobacco and in 1888 400 tons of tobacco leaf had been raised. E.G Brown was reported to be the principal buyer. Press reports stated that the Chinese were able to pay the higher rents because they had no families to clothe or educate, no literary tastes to satisfy, no relations to support, no political or social clubs to support, no race meetings, balls or parties. They lived in sheds and worked from sunrise to sunset Sunday to Saturday, were clothed in the cheapest garments and lived on the poorest food and were thus driving the white farmers off the land.

Rowland Mansfield Shelley rented a considerable portion of his land to Europeans at from 20/- to 30/- an acre.

In 1906 the Shelley estate, known now as Camelot, was sold to Mr. A.N. Stacy, a close relative. Rowland Mansfield Shelley was elected as an alderman at the first Municipal Elections held in Tumut and was Mayor in 1894 and 1895. He died on 31 December 1932 at the age of 86 years.
